I dont think too highly of Agnew mostly for his blatant corruption and down right prejudice, he had a habit of calling the Polish, "Polacks", Japanese, "Japs", in fact I think I read he refered to a Japanese American reporter as a "Fat Jap", funny story I heard about him from my dad who was alive the time he ran for governor in Maryland, I guess we in Virginia got some of their ads, but he ran as Ted Agnew for Governor, but Spiro with Nixon. Funny how he was all prejudiced against other ethnics but had no problem acting ethnic himself in national politics. Cheney is pretty bad too but hes not the real vice president, hes master puppeteer. Edit: Longgrain's right about Quayle too, what an idiot.

10. Agnew was an awful governor.
The MD racists loved him! Tie between Agnew and Cheney for me. Quayle was just stupid, not all together evil.

29. Maryland loved him so much he was the last GOP gov for 3+ decades
and he was brought up on charges here. Maryland has done it's best to forget Spiro Agnew.

But here in Virginia, we have many stains but we like our stains so much, they're now our senators, hello ya son of a football coach Allen, god if there was anymore reason to dislike the Redskins, yes I live in Northern Va and by de facto, I Should be a redskins fan but guess what, my family comes from Pennsylvania, Go Steelers.

Dan Quayle is just dumb. I glad he never became president, but he seems to be no more crooked than most politicians nowadays.

Spiro Agnew ranks with Schuyler Colfax (Grant's first Veep) as far as being corrupt in a just plain old fashioned sort of way.

Cheney is absolutely cynical. In addition to gaming federal energy policy for his own personal profit, Cheney has taken an active role in the most heinous crimes of the Bush administration, including the politicization of intelligence in order to make a false case for invading Iraq and spreding willful lies about the war, even afterward during the election when he continued to repeat what was by then known beyond any argument to be false.

13. he wasn't even a sycophant, he WAS the brains behind the president.
ray-gun was just a figurehead, at least according to what i've read. i think that link explains it well enough. ray-gun was, in fact, not really associated with ANYTHING, except driving california down the tubes in 2 terms as governor.

it's my personal opinion that the bushes have been behind this attempt to take over the government/make ENORMOUS profits off the government for a long, long, time. who knows how far back the criminals go?

And to me that was Ronnie's saving grace. That Ronnie was brought in to be everyone's favorite grandpa, reading off the telepromter in such a soothing manner. The real dirty work was behind the scenes run by Poppy.

25. Another thing that shows
Bush's influence was foreign policy in the Reagan years. Two examples should suffice: first, Bush was the one who conceived of and ran the Iran-contra deals (remember, this was a long and complex series of scandals); and second, Reagan's only serious act as president in terms of foreign policy was when in his second term he, to the utter dismay of the growing neocon influences in his administration, embraced Gorbachev's early proposals in Reykjavik, Iceland .... Reagan surprisingly agreed on a huge disarmament package, which was quickly scraped when the VP's folks convinced Reagan that it would endanger his SDI fantasy.

One can not over emphasize the influence of Bush from 1980-88; he ran the country far more than Reagan.

19. Tough call between Agnew and Cheney
I have to go with Cheney. As bad as Agnew was, and Agnew was very bad, at least Agnew didn't set policy in the Nixon administration. Nixon was too much of a control freak to let his vice president have anything to do with policy. Cheney on the other hand does set policy and drives the agenda in the Bush White House. A very evil agenda. Advantage: Cheney.

Agnew was obnoxious, and a petty thief. He was considered a turd by even Richard Nixon. But his influence on national policy was zero, and one would have to think hard to come up with anything he did other than attempt to sound poetic and resign in utter disgrace.

Cheney ranks as equally obnoxious, but far more capable.

31. Agnew was Nixon's insurance
Nixon kept Agnew around because no one would shoot him if Agnew would have become President.
He joked about it often behind Spiro's back. Cheney runs the show now. Nixon, Kissinger, Haldeman, Ehrlichman, Mitchell etc. all looked down on Agnew as well as some of Nixon's cabinet people, because the real power was in Nixon, his immediate staff and the NSA, Kissinger.

Cheney is one smart son of a bitch. I think we need to assess this by competence, not simply whether we agree with his policies. I always vote W as worst president, not simply because I disagree with his policies, but because he is so woefully incompetent.

Spiro T Agnew is a close second but he had nowhere near the power and influence that Dick Cheney has over the presidency.

Dan Quayle was just a lightweight -in fact he was quite entertaining in his own way. I'm not saying I like him but he's not in the league of Cheney or Agnew

what he did was stealing candy from a local store compared to Cheney, who is a down right war criminal.

So I'd say Cheney wins this, although as Kleeb said, I too must question whether he is truly human, or some sort of alien or cyborg...That too, he's exercised much more power than any vice president in history, so it could be argued that he really is the president and Bush is simply a figurehead.
