12. It means elite. Though the definition and usage is broader.
Someone who is l33t (sometimes spelled 1337) excels at their given task. Real "hackers" (most of whom are actually crackers, and not hackers) rarely use this type of speak anymore, as it has been wholy adopted by annoying 13 year olds who play video games, often of the MMORPG style.

The reason this sort of typing came to pass in the first place was because of the pre-itnernet BBS system. A BBS, in simple terms, is like a message and file forum that you would dial directly into, rather than connecting to the internet A lot of cracked software and porn would be distributed on BBSs, often against the Terms of Service that you agree to when using it.

BBSs began using word filters to catch people distributing software. So instead of software, they called it war3z. And instead of porn, it became pr0n. Each time the new slang became commonplace, people would change it up again, adding more letters, defining more terms, and so forth. 3v3n+u411y, 1+ b3c4m3 c0mP13+31y UnFuCk1n@r34d4b1e.

But 1337, in response to the originally querry, is largely interchangable with "very cool". You would structure your sentences the same, and it has largely the same meaning. Any person, place, thing, program, or activity that is very cool could just as easily be l33t.
