Good call.

The others who could possibly come close are IMO Aretha Franklin, Joni Mitchell, Janis, and maybe Tina. All had their own unique contribution, but Wanda was out there doing it when it was nothing but a man's world.

24. To the degree that any R&B of the era counts, sure.
Yes, there's a categorical difference between R&B and rock and roll, but I think it's not unfair to consider them together in the context of late '50s music, for a lot of reasons, some cultural, some musical.

18. There were a lot of female music makers in the fifties.
Teresa Brewer, Gale Storm, Gogi Grant, The Chantel's, The Chordettes, Brenda Lee(in the 60s). So it depends what era you are talking about. Is there one who lasted like Elvis did through the years? Wanda Jackson was really rockabilly first and later country.
