My opinion : By giving anyone who has a gripe a sick sense of validity by invading Iraq.

1. Ignored Clinton Administration recommendation to hunt bin Laden.
Each administration gives the next a list of recommended actions and priorities. Near the top of Clintons priorities was hunting down bin Laden. The Bush administration apparently not only ignored the Clinton recommendations, but actually dismantled much of the bin Laden hunting infrastructure.

In hindsight, that may have given Al Queda the green light for 9/11.
