...is it still considered the property of the poster, with respect to vandalism statutes?

1. NOPE. And if there is a city ordinance against such things, then...
it is illegal.

Either way, you (or anyone)can remove it.

2. Poster may be liable under litter statutes
if not vandalism. Civil engagement is great, but know your law before doing so. Many municipal codes are available on the internets (sic). Look them up and weigh the risk-benefit.

I may have misunderstood your question. Do you want to rip down a sign posted on public property? Again, check muni codes but 99% chance posters are not in a position to make any claim to property left on public ROW.

5. No, it isn't. Not if it is on city, county, or state Right of Way.
The sign being positioned on ROW is illegal in most instances. Removing or defacing it is a moot point, because the person who would have broken the law was the one who first placed it there.
