I'm itchin' to take some photographs... can't find much on the internet, go fig...

1. Yes
Depends where you are located. Loring park has a great one, if you are close to St Paul and can go to the river, right by downtown, along Kellog there are a bunch with sculptures, etc. Also the rose gardens by Lake Harriet has some classic ones with the cherubs and stuff. GREAT backdrop of roses there, obviously.

I'll trek to Loring tomorrow! :D Probably early dawn... Lake Harriet too... I hope it's overcast out.

I can find my way to downtown Saint Paul too... the question is finding a free parking spot. :-)

I forgot about that, and it is right outside my window. Great fountain with a bronze woman dancing in the middle of it. On the east side of the park is a tall glass office building called Landmark Tower. Feel free to wave, I'm probably going to have to be here tomorrow!

On edit: Free parking is hard to find, but if you want to walk a bit, there is free parking all around the cathedral. Otherwise I'd aim for a meter... as long as you are at rice, walk two blocks to Kellog, hang a left, ans walk about 3 more blocks, past the jail. Fountains all along there, but maybe not as big as what you are thinking.

5. Not sure what the schedule is
But it is on now, I would think it will most deefinetely be on during daylight hours. Have fun!
