Cats in general don't piss on rugs, that's normally left to dogs and children.

Every cat I've seen has pissed on rugs.

Dogs aren't all that much better, and sick dogs without the presence of mind to hide will often poop on rugs.

When children piss on rugs, it's because a) they are very young, and b) their parents neglect to diaper them.
