3. Actually - Bill of Rights was a creation of the Southern (Va.) delegation
My Boss (Repub) and I were discussing this a few weeks ago. Not only was the Constitution primarily written by James Madison but the members of the Va. delegation (the most powerful and the reason for the electoral college) wanted to state what rights individuals had and what govt. didn't.
