Is this water damage?

I live on the 3rd story of an apartment bldg.

I took off the a/c hood I keep on it during winter.

Plasterboard has come loose in chunks at the top left and there's some brown stains at the lower left corner...

By the floor, there's an electrical outlet. Some plasterboard has decayed on the right side and there are more brown stains surrounding the whole box.

I know they worked on the roof last summer. Could this be significant?
