An emergency warning just came on TV. What is it?

It says "A civil authority has issued an administrative message for the following counties: Los Angeles, CA"
then it gives todays date and says it is effective until 5:53AM. Me and my friend are freaking out cause it is so cryptic. What does it mean? :scared:

GARDEN GROVE, Calif. -- A statewide Amber Alert was issued Tuesday night for two sisters allegedly kidnapped by their father.


Garden Grove police issued the Amber Alert around 9 p.m. Tuesday after getting reports of the abduction of Hilary, 5, and Zillalit Arteaga, 3.

Police said the suspect is Luis Arteaga of Garden Grove. They said he threatened to poison the children.

3. Why would they put up an emergency notice at 11:30 at night?

it doesn't give any info which is so odd to me. For a minute I thought we were under attack, no shittin ya.

4. Just speculating here

Perhaps the local authorities "took some time" to take the statewide alert and redistribute it.

Or, perhaps as an "administrative message," it's just some type of silly test message.

5. I asked someone else if they have seen the emergency message

on their Tv and she said no. I don't think that where she lives is apart of LA though. A message and a loud sound keeps coming on every 5 mins and mutes out the tv program. There it goes AGAIN. scary.

I suspect it may be flash flood related.
The storm in Vegas is heading this way
They had major flash floods today ...

BTW I'm in Ventura County...

it was posted all over the freeway on my drive home from LA...some Du'ers MADE me go to LA and have fun with them...they are evil people! :D
