About the famous Notre Dame Coach Knute Rockne, Ronald Reagan portrayed a young player named George Gip, who was dying of some ailment. In a touching scene, on his deathbed he implores the Coach that if they were ever behind in a game to fire up the boys by telling them "To win one for the Gipper".

This was a famous scene, and a common phrase used to describe perserverance in the face of insurmountable odds.

However since the "Gipper" was Reagan, it can also mean support for Reagan, which is probably what the poster was intending.
