4. In terms of all around effectiveness, probably LBJ but
1) He was a nasty SOB and
2) He screwed up totally in Vietnam

But if you wanted a piece of legislation passed, he absolutely was THE man to have on your side. He understood politics, both Executive and Legislative, like no one else, including Bill Clinton and FDR.

5. FDR was quite racist
I heard a ship full of Jewish children arrived in the US and he sent them back to the Nazis.

I voted for Truman because of civil rights. As for the nukes, he did what he had to do. If he didn't bomb Japan, the war would have continued and more people would have died from that than the bombings.
