2. Too easy to disprove.
Chemical weapons can be traced to the plant they were made in by chemical analysis. The fake would be detected.

Saddam didn't neet to have a stockpile of chemical weapons on hand, ready to use. Since they were to be used in his own country, or in a neighboring one, all he needed was to have a plant that could make some.

The plant would be a dual use plant and the raw materials would also be dual use. So it would normally be a fertilizer (Or some thing else "innocent") plant until a shipment of WMD was needed. Then they would whip it up, and afterward clean up the plant and go back to making the innocent stuff.

3. It Is Way Too Late
If they were going to plant WMDs, then they would have done it by now. A sudden weapons find this coming October would be just TOO suspicious.

5. Not so sure I agree
"A sudden weapons find this coming October would be just TOO suspicious."

Suspicious to who? Us, then yes, but don't for a second think that everyone in America would think twice about it.
