Why oh why do you think that this 'finding Saddam' stuff is going on in the here and now? I would venture because it was planned that way. His whereabouts have probably been known (to some extent) for quite some time now. As political opponents pin 'the crux' of the war on one thing or another, those 'things' will come to pass.
People have harped, "Where is Saddam? The was is a failure without Saddam." And ta-da! Here he is. Now the tune is, "Where are the WMD? Without the WMD the war was a waste at best and a criminal action." But, mark my words, just when the talk of WMD hits a crescendo, the WMDs will appear (either from actually finding something (well, RE-finding) or placing by us). And last but not least, "Where is Osama? Isn't this what the whole war on terror is about? Without him, none of this matters." And BOOM. Osama (who we have probably been holding for the last few months) will appear dead or in our custody.
All of this will be meeted out, one after the other, timed perfectly to show the successes of the glorious leader prior to the next election. All of the complaints of the 'where's waldo' nature as relates to the war on terror will most likely backfire.
