are we going to attack country z, spokemsan knows we are attacking country z. spokesman says I don't know or no. Either would be a lie. It would be a lie that would save us from anti aircraft fire. In WW2 we routinely lied to the press about our war plans. We denied repeatedly that we were invading Normandy. We denied we were invading Italy.

He should probably have said something like, "only in a circumstance like the Cuban missile crisis" and then talked about how that was a REAL threat to security, rather than an imagined one. But it did come rather out of the blue...
