Healthcare workers required to register?

I remember seeing a post regarding healthcare workers may be required to register for a "healthcare draft" with the Selective Service System... Does anyone have a link for this?

1. You can google it pretty easily, but this is my understanding.

There used to be a doctor's draft, but that went out at the end of Vietnam.

What we have is an authorized plan for a health professions draft by selective service. My understanding is this: national emergency (i.e. mass casualties well beyond September 11 or all-out war), then a congressional authorization, then a presidential order, and the system would be up immediately to register all health professionals, followed by drafts by occupation.
