doing it. If you know enough about someone to get a legal wiretap then you already know how dangerous they are and all you want to know is proof and where they will strike next. Legally Bush can perform a 72 hour wiretap while he waits for a judge to clear it. He chooses to do it illegally. Why didn't he prevent 9-11 since he had legal wiretaps at his disposal.
