I did not know it was de-latinized in it's spelling and assumed that the house was using the Latin root of colloquy. I am interested in the official definition, I searched a few "definitions" sites for terms used in the house/senate.

Dec. 19 (Bloomberg) -- Congressional negotiators agreed on legislation that authorizes defense spending in fiscal 2006 and sets military policy, including a provision barring mistreatment of enemy combatants in U.S. custody.

The provision outlawing cruel and inhumane treatment of prisoners, sponsored by Senator John McCain, is one of several in the measure that address controversies triggered by the global war on terror and the conflict in Iraq. The House and Senate passed separate versions of the measure, and may vote today on the compromise that resolved their differences.

Congress also is struggling to pass a separate defense spending measure -- the appropriations bill that provides funding for the current fiscal year.
