I've heard this question asked rhetorically, and of course the answer is (borrowing Joe Biden's words), they would have torn his skin off.

But today, the hypocrite Bill Kristol, who would have been at the head of the flaying line, says "I wish Bill Clinton had done this."

It didn't seem to stick, but I'm pretty sure the story was that it's common practice to pull tthe FBI files of everyone who works at the WH when a new Admin takes over, but the Pubs were accusing her of spying on others too.
