is anyone here familiar with the connection between the way a person speaks and his / her psychological makeup? can we draw any inferences from the fact that both condisleeza and scotty mcspokesman speak in a tentative, staccato and annoying manner? just wondering, and had never seen it addressed here before.

maybe it is so people will 'tune them out' after a few sentences or two-
Also, they tend to repeat the same tired lines over and over and over, like a kind of subliminal re-enforcement of their 'talking point'.
