GOP May Attach Arctic Drilling to Pentagon Budget

http://www.truthout.org/docs_2005/121505Q.shtml

With a budget-cutting measure stymied by stiff resistance to opening the Arctic National Wildlife Refuge (ANWR) to oil drilling, Congressional Republicans began exploring Wednesday a new tactic to win approval of both $45 billion in cuts and the drilling plan. Lawmakers and senior aides said they were seriously considering tacking the drilling proposal onto a Pentagon spending bill that must pass before Congress heads home in the next few days.

===============
TAKE ACTION !
The pro-drilling lobby is at it again! And this time they’re exploiting our armed forces.

Your tireless efforts and the refusal of some principled lawmakers to allow oil companies to destroy one of our last, great wild places has so far kept Arctic drilling out of the budget reconciliation act. Now the drilling lobby is trying to slip a provision that would allow drilling in the Arctic National Wildlife Refuge into the defense appropriations bill.

It’s a dirty trick, and we can’t let them get away with it. Call your Senators right now to stop Big Oil's war on Arctic wildlife!

to find your elected officials:

https://secure2.convio.net/dow/site/Advocacy?alertId=255&pg=makeACall&JServSessionIdr005=55x36q9z01.app20a

It’s shameless to exploit support for our troops for the sake of oil companies’ profits. It’s even worse that the pro-drilling forces in Congress would do so for the sake of drilling that would save Americans no more than a penny on a gallon of gas -- twenty years from now.

It wouldn’t save Americans much money, but drilling would destroy one of our greatest wildlife sanctuaries. Opening the Arctic National Wildlife Refuge to drilling would ruin millions of acres of pristine habitat and threaten polar bears, caribou, and the Refuge’s other treasured creatures.

We have only a little time left to save this special place and the creatures that live there.

The next 24 hours will be decisive, so please call right now.

We have to spread the word to stop the sneak attack. After you call your Senators, forward this message to anyone you know who cares about saving our wildlife and hates dirty tricks!

Our arctic wildlife is counting on you, but you haven’t let them down so far. As always, thanks for all you do to protect our treasured wildlife!

Do Know Someone in One of These States?

Arizona
Maine
Minnesota
Ohio
Oregon
Rhode Island
If so, forward this message to them right now!

Every call is important right now, but Senators from these states are especially crucial to protecting the Arctic National Wildlife Refuge.

2. This sort of shit is why we should not run a Senator or Rep for Pres.
Too many compromises made on votes for issues because of the baggage on bills which has nothing to do with the main bill.

The GOP takes the vote out of context: Senator So&so is SOFT on defense; voted NO on funding for our men and women in uniform... when the good Senator may have had some serious objections to much of the shit that was attached to those bills and/or the DOD waste involved in much budget issues.

We really need to look outside the halls of Congress for presidential candidates. Voting records in that place can be so badly misrepresented by taking parts of legislation out of context.

4. There needs to be an Amendment banning budget bill riders like this
If an item is not directly related to the subject of the bill under consideration, it has no place being placed under equal consideration. This practice is all too commonplace, and yes, is symptomatic of a fascist, corrupt system.

8. That's been tradition in Parliament for centuries.
Clearly, the 'Founders' wrote the Constitution understanding that the gentlemanly practices in Parliament forbade 'hybrid' legislation. It just wasn't done, sir. (Much of what Parliament does is tradition/usage, not blackletter.) In granting the House and Senate total discretion in writing their own rules, I doubt they foresaw such an "ungentlemanly" practice, let alone to the rampant degree to which they've stooped.

12. It's a wonderful idea...
I am sick and tired of agriculture being pinned to the transportation bill(s)...
I am sick of energy being pinned to pentagon budgets...
I am sick of the transparency involved...

I am just plain sick of it!

11. My question is about Ted Stevens' comments on this...
He proclaimed in exuberance yesterday that "this will be added to the bill one way or another..."

My question is: Why is Ted Stevens still in Washington? I was under the impression that after the rug was pulled out from underneath his 'bridge to nowhere' plans, that he threatened to resign...

Well the funding was pulled, were waiting, Mr. Stevens!

Another thought on this is the disgust that I have in the haste that will be spent in passage of this before the recess. Surely there's someone who see's through what they are attempting to do in passing this through in the 11th hour because they just want to go home.

DISGUSTING.

Can anyone tell me what the rules are on this? Can this be 'filibustered' until after the recess January 31st?

ANWR maneuver infuriates senators

WASHINGTON -- Democratic leaders are furious that Sen. Ted Stevens wants to use the Defense Department spending bill to push a measure to open the Arctic National Wildlife Refuge to oil drilling.

House Minority Leader Nancy Pelosi said it's an insult for Republican leaders to exploit the Pentagon bill that way.

"Just when you think you have seen it all, they've taken drilling in the ANWR off the budget bill and now they want to put it on the Department of Defense bill," she said. "Nothing is sacred to them."

Her Senate counterpart, Harry Reid, called it "outrageous" that Republican leaders "would abuse their power by holding our troops hostage at a time of war."

Sen. Joe Lieberman, D-Conn., called it a "desperate scheme" and said it is "not right by our fighting men and women."

Stevens, R-Alaska, said he is just doing his job. Complaints that ANWR doesn't belong on the annual defense appropriations bill are valid, he admitted.

18. ..even Norm Coleman doesn't like the idea
Sen. Norm Coleman, R-Minn., said he didn't like the idea of having to vote on a combined ANWR-Pentagon-Katrina bill.

"It causes me great angst. That puts me in a very tough position," Coleman said. "At this point, I'm not going to make a final statement. I hope we don't get to that point. Certainly, ANWR in anything is troubling."
