Can someone help re: Federal budgets?

Can someone help re: Federal budgets?
Does anyone know of a web site out there that has the total spending proposed by the President vs. what was actually enacted by Congress? I know that Reagan almost always asked for more money in the budget than he got, but I'd like to get some data to back that up. I'd prefer the site be as non-partisan as possible. Thanks!

1. Reagan had two tricks/overestimate SS surplus, understate costs in Budget
message in Feb, then ask for more money than in Budget message when the adminisdtration budget request for the actual bill hit committee.

In 1993 the House of Rep sub-committee checked Reagan's 8 years - bil by spending bill - and found that he was given by Congress (6 years of which the GOP were in charge of the Senate) somewhere around $400 billion less than he asked for (the GOP have taken that report off the Hoouse site but the Dem from Chicago no doubt has a copy in his files).

The overestimate of the SS monies he was going to steal, plus the rosy we will cut the deficit in a few years because of all the growth caused by my tax cuts, meant Reagan allways got good press as a fiscal conservative (like under Bush, the press went to sleep during the Reagan years - he achieved the same economic growth - after 1.7 Trillion added to Carters $1 trillion total deficit and Carters $50-60 billion per year deficits versus Reagan's $200 billion deficits - as Carter about 3.3 % annual compound growth in GDP - 3.25% for Carter and 3.33% for Reagan)

So you might check with Waxman, or the minority chief Dem on House Ways and Means - whose name excapes me at the moment.
