Condo resident fined for not carrying dog

LONG BEACH – Most people can't assign a dollar value to a pet's love, but Pamela McMahan can: $50 a day.

That's the amount McMahan is fined every time she takes her mixed-breed cocker spaniel, Ginger, out through the lobby of her ocean-view condominium building and back inside again. Her tab so far is $1,600.

The building association says she is breaking the rules by walking Ginger through the lobby rather than carrying her. McMahan, 61, says she is partially disabled from a back injury and can't lift the 20-pound pooch.

"Can you believe it?" McMahan said Wednesday. "It's so ridiculous."

Property manager David Dickter said many elderly people live in the building and that "a dog can jump on them and they can get tangled in the leash."

McMahan said she doesn't want to exit from the basement into an alley because homeless people congregate there. McMahan, who moved into her condo three years ago, said she has paid $600 in fines but doesn't want to pay any more.

1. Ridiculous - she needs an attorney ASAP
I live in a condo and got into a huge battle with them. They got their attorney to send me threatening letters saying I had to move out. I hired an attorney - she sent their lawyer one letter saying I'm not going anywhere - problem solved. They knew they had no ground to stand on. My lawyer didn't even bill me.

2. The association should raise it to $100 per violation.
I have managed homeowners associations for over 20 years.

I recognize Ms. McMahan's pathology - she is a classic bully.

She has several options and she has opted not to exercise them, instead she calls the media. If she was completely honest she would have just said ATTENTION!, ATTENTION!, THANK YOU I LIKE ATTENTION!

10. As somebody with a back problem....
I can understand fully why McMahan cannot lift the 20 lb. pooch. Putting him in a cart would also involve lifting.

As to Dickter, unless the dog has actually shown a propensity to jump on people, his objection sounds ridiculous.
