The rich are so worn out from jetting off to Europe, the Bahamas and the Grand Cayman Islands (where they keep track of their secret bank accounts). They need more leisure time to rest themselves, which is where those ultra-important tax breaks come in.

As to the elderly, the disabled and the sick come in. What do they have to do all day in their nursing homes and hospitals but lay around in bed or sit around in wheelchairs? Put their lazy behinds to work! If they can maintain consciousness they can earn their keep dagnabit! Otherwise they can just starve to death like they ought to.
