what is needed, and how it can be explained to the population. My county in Arkansas is one of the poorest in the state. It is mountainous, and there is little room for a public landfill. Yet we have a recycling program that is rather extensive because the people were informed that recycling would cut down on the need to buy more land for the landfill and that we could actually sell the recycled materials-they have, in fact, engendered a small profit for the county. Even the "good old boys" saw the merit in doing this, and liked the fact that not everyone has to pay the same rate for regular garbage pickup. The county sells specially marked garbage bags and they are the only kind that are picked up-the more garbage you have, the more you pay, the less garbage you have, the less you pay.
With gas prices soaring, a form of public transportation would be something many areas might be interested in, but again it will depend upon how efficiently it can serve the maximum number of people.
