Dubya isn't the problem here. This sort of thing has a long history in Japan. Part of what it was trying to accomplish in WWII was to rid the world of as many "inferior" Asian peoples as possible and essentially enslave what was left.

In the aftermath of WWII, this undercurrent to Japanese culture was subdued to an extent, but it has simmered and is making a resurgence.
