That's pretty much what it is.

He is ripping the dishonesty, incompetance and the futility of attempting to achieve a military victory in Iraq. Pointing out how everything has failed, and there's no use in staying.

He said the American Public wants us out, the Iraqis want us out and there's no reason to prolong the misery.
