NYT: 3,000 of Bush's Exectutive Staff Warned About Insider Trading

Ms. Miers has also spent her time overseeing the "refresher" classes on ethics and the handling of classified material that 3,000 people on the executive staff of the president were expected to take last week and this week. The classes, taught by Ms. Miers's staff, were announced after the indictment of I. Lewis Libby Jr., Mr. Cheney's top adviser. Last week's attendees were told, among other things, not to accept football tickets from lobbyists, negotiate for a job with a company they regulate or use secret information to make stock trades.

Doesn't that go way beyond ethics? Their memories need to be refreshed about obeying the law?

8. I wonder if there's a reason the subject was covered-
We've read about the other two things mentioned- incidents of staff getting tickets from lobbyists, and there's been more than one official who's moved from a govt agency into the private sector when the job was obviously negotiated when they were on the federal clock. But none of the scandals involve stocks, do they?

Could it be that there are troubles we haven't heard about that involve insider trading?

Because that's, you know, kind of the reason why Bush had this classes in the first place.
