Why must Bush administration officials conduct "surprise visits" to Iraq?

Why don't they just fly in for a visit and tour all of our great successes there? Does it have something to do with a criminal returning to the scene of a crime? If the country is so secure and democratized then why all the secrecy? The cheering crowds singing their praises must have scared them off.

3. The Iraqis have run out of flowers to throw at their feet
and since 'the Murkin people want their prezdint to be polite', der Chimpanzee doesn't want them to feel obligated to go out of their way to have expensive celebrations when one of the Liberators comes to town.

That's all it is.

Plus, they are very busy doing all that freedom stuff, ya know, building schools, Baptist churches, having prayer breakfasts and all.

9. Same thing happened in Vietnam.
Cabinet level officials visited that country too, before Saigon fell.
