His lowest Gallup approval rating came early in his first term, in June 1993, when only 37 percent approved of his performance, while 49 percent disapproved.

His highest Gallup disapproval rating was early September 1994 and was 54 percent.

PR on the gay DON'T TELL, the tax increase, and the medical plan was brutal.

and Gallup is biased against Dems.

I go with the ABC News poll bottom of 43%

THe country hated Clinton in 1994, which is why we lost Congress. Clinton's job numbers only got above 50 in late 1995, as the primaries were getting into full swing and Bob Dole was campaigning against the Democrats.

He passed the 1993 budget with no republicans voting for it, but it turned out to be key to eventually stimulating the economy and ending deficits. But it was a hard sell.

If Bush is at that level, it usually means that an energized base will be there to back him up. Notice that under Bush's Presidency there has been a downward trend only interrupted by 9/11 and Iraq. With the exception of fear-mongering, Bush has dropped lower every year. Clinton's polls were a lot more volatile because there was a less politically-charged electorate that year. The 1990's were about apathy.

Thanks in large part to the Republicans who were determined not to let him deliver on his campaign promises. The thing is, by the time the BJ scandal was in full swing, the country was running so well that his approval ratings stayed high. Hell, my very socially conservative brother-in-law who would naturally very much disapprove of the Lewinisky thing said that he wasn't a bad president at all.

The exact opposite is true now. Shrub's ratings are going down because people have started to notice that he's a terrible president.

I can see that it might be "true" if you took a simple average of poll ratings over their entire tenure. Clinton had some low ratings during his first term right before the whole "Contract with America" thing, and bush had some very high ratings right after 9/11.

But of course, the simple averages present an incomplete picture because they don't account for anomalies or trends.
