His first two years as I recall were rocky which is why we lost the House and Senate. But after that he took on the GOP congress and his approval ratings increased. In his second term he was never under 57% and was often in the 60's and 70's.

I can see that it might be "true" if you took a simple average of poll ratings over their entire tenure. Clinton had some low ratings during his first term right before the whole "Contract with America" thing, and bush had some very high ratings right after 9/11.

But of course, the simple averages present an incomplete picture because they don't account for anomalies or trends.
