Franken is interviewing the guy who gave Bush that guitar after Katrina
and if you look closely, Bush is trying to play a G chord on the wrong fret. Can't even get THAT right, the moran.

3. Could be a C#-9 chord, although he's still
not getting it, because his third finger would need to be barred across the fourth fret of the first 3 strings.

7. It's known as a "Republican-Gee" chord
There is an invisible capo across the first fret. Incidentally, it's the same capo that was used to secure the transmitter to bush's back during the 2004 presidential debates.

4. Would Bush know a G chord from a G string?
It does look like the fingering for a G chord, except his thumb is over on top. So, maybe that's just Dumbya's "air guitar" fingering. Does he really play guitar? Say it ain't so!!!!!!

5. HAHA! I just noticed that about the G chord
One fret too high. I just strummed that "chord" on my own guitar, and it sounds just like Bush's presidency. Dissonant, out of tune, and all round awful.

6. Has he admitted to being a total fucking clueless tool yet?
This little shit has a full page on his web site that he uses to BRAG about it:

HOW MANY PEOPLE DO YOU KNOW THAT HAVE GIVEN THE PRESIDENT A GUITAR?
September 8th, 2005
Mark recently participated in the Victory Day Celebration in San Diego, CA. The celebration honored veterans of WW2. Also in attendance was President Bush, who was very suprised when Mark presented him with his very own custom made guitar.

14. It's not that he can't play a guitar, it's pretending that he can play.
They never stop the pretending, the lying, the obfuscation, do they?

16. well, normally * marks his property by urinating on it
And in the case of a beautiful guitar like that, it would be ruined! My guess is that they put presidential seals on things which they don't want him to pee on. His clothing, for example (all those jackets and handmade leather boots, which would certainly become stained and begin to stink -- not good in a public setting!).
