Bush is forcing all his top aides to take a "Ethics Class" next week

Just heard that on Headline News, that next week, top aides and others at the WH have to take a mandatory refresher class on "ethics"! but, Bush, himself will not be one of them. What's the use of having all his aides take an ethics class when two of biggest unethical people in Washington (Bush and Cheney) won't participate?
