12. In all fairness (I can't believe I just said that)
i believe that earpiece provides tranlations of the speeches. He's still a tool but since he only speaks "american" he needed the speeches to be translated from spanish and portuguese to english.

13. didn't Bush campaign on being fluent in Spanish? or "Mexican" ...
... as he explained it to the Canadian Prime Minister.

His PR people went on and on about how he was reaching out to Hispanics, and was the first president to do interviews/speeches in Spanish. I thought it was interesting that he needed translation during his visit to Spain. Evidently he is not as fluent as he claims.
