It's just an accident. Likely it's the latter. With the amount of talk about bush on the net being a failure and repugs arguing about people arguing about him being a failure the word has to rank high anyways. The #2 link is Michael Moore after all.

When enough web pages have entries that hotlink to other specific pages, Google's software dutifully records it and ranks the results (ref: my sig line below).

"Traitor" isn't having the same results, but that's probably because there are so many traitors around the WH that people are split about which traitor they want to link to. :-)
