Help me out here. What does this mean?
"OK, is the investigation finished? It's not over, but I'll tell you this: Very rarely do you bring a charge in a case that's going to be tried and would you ever end a grand jury investigation."

This is part of Fitzgerald's answer to the first question put to him this afternoon. I'm wondering about the bolded part specifically. Is he saying that it's unlikely that there will be any other charges?

doesn't seek an indictment if he's not sure he can win at trial.

That sentence fragment doesn't make any sense, by the way. No wonder you're confused.

How does he, for example, charge Rove with something if this Grand Jury has expired? Can they be called back or does a new Grand Jury need to be empaneled?

9. There are always grand juries seated
He just takes what he has to any of the federal grand juries sitting in the courthouse and gives them the background, presents his evidence, calls witnesses, if need be, and, if the grand jury finds it compelling and meeting the standard, it issues indictments.

There was nothing special about this lately expired grand jury. It just happened to be there. Essentially, they're vehicles for prosecutors, and they're already seated.

It's really pretty simple. OK?

Stop looking at that sentence fragment. Although, as a Jesuit-trained attorney, I'm surprised that even one such misstep found its way into Fitzgerald's absolutely brilliant one-man-show before the press yesterday. He showed President Fuckface how it's done, did he not?

a charge first and an investigation second.

You just investigate and see what you come up with.

I don't know if the transcript is exactly accurate.

5. I think what Fitz is saying here is you never close the case until
after it has been tried in court. Things are still fluid to some degree. He could come across new evidence before the trial begins, or Libby or anyone else involved can squeal and things could change dramatically. We can hope, can't we?

7. He is saying that it is S.O.P. to have a grand jury in place during
a criminal proceeding. If any new evidence comes to light, they are available to pursue. He also said that the "bulk" of this investigation is finished.
