I think the reason Libby was the only one indicted is simple. Fitzgerald probably had to work his ass off to meet the deadline of the expiring grand jury and indict someone to show those two years of work were for something. Perhaps a month ago he may have decided he had to chose the person he had the best case against. He might have bantered back and fourth between Rove and Libby then finally decided he would focus on Libby for this first indictment. Now that Libby is done he can finish putting the finishing touches on Rove, present his case to the new grand jury, indict him and move on to the next victim.
Why indict everyone at once and risk leaving holes in your case when you can work on one person at a time? Lets face it, the ONLY significance of this date was the expiring Grand Jury and NOT the end of Fitzgerald's case.
These ass holes have muddied the waters so badly Fitzgerald has to work his ass off and cover every tiny detail before he feels comfortable making an indictment. It's possible Fitz just likes to focus on one case at a time. After all, as someone pointed out he eventually indicted 60 people in a case that started with just one indictment.
We can read all kinds of strategy into this but in the end it may just come down to use of time and organizational skills.
