It's an interesting question. Maybe someone with a legal background could help.
All available sources are saying "Official A"=Rove.
But everyone in the indictment is identified by their position. So why would they call Rove "Official A"? Why wouldn't they identify him as the Deputy Chief of Staff?

Fitzgerald would not confirm or deny anyone who was under investigation. By refusing to name the DCoS by his job title, as he had everyone else, isn't he singling Rove out? And if so, why would he do what?

Fitzgerald has a history of doing this in his indictments. Gov. Ryan was referred to as "Public Official A" for the longest time until Fitzgerald developed a case and was able to charge him. I sure hope he can do it in this case!
if the only reason Rove is being called "A" is because he is still under investigation, it would mean that Cheney and several others would be exonerated because Fitz did mention refer to them in the press conference. I heard him say "Vice President" a few times.
