There's this female reporter on CNN right now talking about the situation in Iraq and the Bush Administration's dealings with the UN and other countries.
She never refers to the Bush Administration by name if she can help it. She's used "U.S." repeatedly like the Bush Administration and the country are one. It is "The U.S. decided to go to war without UN backing." and not "The Bush Administration decided to go to war without UN backing."
Generally speaking, I'm afraid the midterm elections considerably blurred the distinction between the "Bush Administration" and the "U.S." Some would probably say that the midterms showed that the two are in lockstep.
