1. It's been done......
but in this case, no grand jury is even going to be able to find the statute relevant to the conduct without the prosecutor pointing it out.

Without the prosecutor finding the relevant law and typing up the indictment, the Leak grand jury is pretty helpless.

2. I think he's probably gone over the relevant laws with them over time in
this case though no? They've been hearing evidence and learning about the rule of law for two years. I think it would be great if they decided on their own to indict Unca Karl, but I still want Fitz to be able to squeeze him for more information and keep him in the crosshairs a little longer making him sweat it out. KKKarl deserves nothing less. Then indict his ass with more charges.

Was thinking there might be a light at the end of the road today. The pundits are just depressing me, and the justification for the illegal war, they are minimizing the deaths of sons and husbands because they chose to NOT believe the CIA and chose to believe the worst case senario? Is this gonna fly? I don't know overall, but I do know in my office that's just what the red fence sitters need - justification.

3. They could add indictments for additional charges not asked for by the
prosecutor (but this is unlikely) but no - if Fitz does not ask for any indictments it would be highly unusual for a GJ to indict.

5. Not really
Prosecutor generally presents and argues for a draft indictment, and then grand jury deliberates and votes on whether it is true bill or not.
