Fitzgerald is being very smart in not indicting Rove
If Fitzgerald doesn't indict Rove it will likely be for 1 of 2 or maybe both reasons: 1) He still doesn't have an airtight case and/or 2) Fitz wants to watch to see if the attack dogs get released on him after he indicts Libby. That will have a lot to say about the willingness of this administration to cooperate with him and how sincere this admin is.

If the attack dogs are released, watch for Fitzgerald to go for it. If the reaction from Bushco is restrained it doesn't Fitz won't not do his job, but he'll be more willing to deal with Bushco. Not leniently, but more willing to cut deals, etc.

Thoughts?

1. I'm all for stretching the indictments out...
We've got 3 more years of these people. Might as well make them suffer for as long as possible.

2. The way it's being spun..
.. is that Libby is so important to Cheney that the WH will do anything to help him.

But... a continuing investigation is still bad for the WH... making it very tough for the President to pivot and move on (Candy Crowley's take.)

5. Candy Crowley's right
they want this to go away, far away and as fast as possible. This will only continue to fester and get worse making life real tough for Bushco.

3. I think he's playing 'em
Rove, Libby, Cheney, all of them. Rove is cocky but if everyone thinks he got a pass because HE turned on THEM, then they will turn on him.

I hope that's it, anyways.

4. Other indictments
maybe not Rove, but other indictments are surely coming down. If it's just Libby then it must be because he lied under oath in his testimony.

7. deal struck?
it seems that Rove is helping the prosecution with their enquiries (sealed). I expect Cheney won't be pleased about that? How difficult is it going to be for them all to meet together in the same room?
