Need Help: Post Concussion Syndrome and getting discharged from Gaurd

There is a young gentlemen I know who has been seeking a discharge from the Gaurd because he has had a series of concussions which have led to memory loss, loss of speech, memory, dizziness, etc.

His superiors are not being cooperative with his requests. What avenues can he pursue here? I'm just seeking some information for him.

1. I never had to tackle this issue

But I was active duty. Has he tried going off base, also out of pocket, I know, for diagnosis? I don't know if it would help him with treatment, but I wonder if an official diagnosis from a civilan doctor would hold any weight, and help his case?

Also, I think if he's having a lot of trouble fighting this, he might want to contact his congressman?

Lastly, I think a lawyer would be a good idea.

2. He has been diagnosed by a civilian doctor. he is not getting his

messages returned, after several months of dealing with it.
