How long can CA vote certification be drawn out?

How long can CA vote certification be drawn out?
The mainstream press reports that vote certification most likely will be complete by November. However in light on certain voting irregularities what would happen if Arnold was not made governor until winter or later. Would this generate a sympathy vote for Davis/allow people to better scrutinize the terminators planned policy initiatives?

1. Only 39 days!
That isn't nearly long enough to investigate all of the criminal activities of the repugs. Hell, that probably isn't even long enough to create a comprehensive list of the laws they broke.
