Resolve for resolve's sake. Bush reclaims the role of Strong Leader for those protofascist yearnings in America.
He recounts the problems pretty good, but there's only one prescription---Resolve, Strength.
I've posted elsewhere on the drubbing that Bush has taken with the protofascist crowd yearning for the Strong Leader, the man who will make the trains run on time...well, not actually make the trains run on time, but unite the country around the agreed falsity that the trains are running on time and are indeed the best of all possible trains.

the fact that Bush is seen resorting to a stealth candidate shows that he isn't the Strong Leader the protofascist movement in America wants. The fact he has to work at convincing his conservative base puts a stake in it.
Bush has so much invested in the Strong Leader bit (the inevitability of his victory, the marginal nature of his opposition, his synchonization with the vast majority and representation of The Nation, his personal qualities of determination and Resolve) that a sneaky bit of sleight of hand weakens him, whether he eventually wins or not.
