Signing Bonuses to work at Burger King? (In New Orleans)

Katrina has turned the job market in favor of potential employees in New Orleans. There just aren't enough workers for all the available jobs and potential employers are devising new ways to attract workers.

1. Gee.. what if they hadn't been so eager to send all the 'workers" away?
People should have been evacuated to a pre staged area not too far away and then relocated in "manufactured housing" so they could actually participate in the rebuilding of "their city"..
