Have 'reporting precincts' include all their absentee ballots?

Have 'reporting precincts' include all their absentee ballots?
At 4:36am California time, 96.1% of precincts are 'reporting', according to the official site. Does this mean that they've counted all their absentee ballots too, and those numbers are in the total votes given on that site?

It's not that I expect it to make a difference to the result now, but I'm trying to work out the turnout. It looks incredibly small (7,470,175 on the recall yes/no question) with 3.9% of precincts still to report) out of 15,380,356 registered voters, and 21,833,141 eligible voters. That's a turnout of about 36% if the rest of the precincts follow the pattern.

For an incredibly well-publicised election, that's a lot of apathy someone's been stirring up.
