FEMA insider Leo Bosner says "somebody didn't do their job...got calls from Homeland Security constantly...had to stop what we were doing to answer to Chertoff's questions..."

2. FEMA lost experienced people
once FEMA was placed under Homeland Security...lost people, dollars...500 VACANT positions in FEMA...understaffed...as people left no budget to hire new people...who ever is hired seem to be friends of friends (conversation goes to Mike Brown)...Jane Bullock says Brownie did not have experience for job, and people around him were inexperienced...

"This administration has not made FEMA a priority...warned FEMA...their response was "we think it was smoke and mirrors, we think you did a good PR job...intent of their comment was PUBLIC RELATIONS..."

6. FEMA's resources diverted to war on terror.

one of many threats, but also hurricanes & earthquakes...primary interest was terrorism...Eric Holdemen says new emphasis on terrorism has tied the hands of local authorities...no flexibility whatsoever...money cannot be used for anything BUT terrorism, not natural disasters...never practiced together or coordinated together...

because it was an ELECTION YEAR. Said FEMA spent thousands of dollars buying people tons of new furniture, etc. Leo Bosner says "Hurts me to see money wasted...it's wrong...I will make a fuss when this happens..."

FEMA now back to where it was in 1980s...
