Are the anti-recall counties financially supporting CA?

Are the anti-recall counties financially supporting CA?
Because of prop. 13, my understanding is that most of the state revenues come from income taxes. All of the Bay Area, and the coastal counties from Monterrey north seem to have gone against the recall. Seems like these are also the areas where incomes are highest. So explain this to me, are we paying the way for these ignoramuses to completely destroy our state?

its called democracy, or would you rather that you can only vote if you pay taxes, or have so much in your bank account.
