This Niger thing is a rove trick. They are trying to raise some rabble so that it will be extinguished with more effect when the WMDs show up. Also the purpose is to air the dirty laundry in the summer while everyone is on vacation. Get the turds out now so they smell less when election time comes around.

He knows far too well that proclaiming something will often be enough to get it to stick; he'd never willingly do this.

These people are not superhuman. They make plenty of mistakes, it's just that they have a cowed opposition, ruthlessly exploit advantages and have been extremely lucky to boot.
