And the public rejected it. They rejected it so strongly, in fact, that his own party started fracturing, with Republican representatives backing away from the Bush scam publicly.

Basically he did his usual; he zeroed in on the single worst option imaginable, and then rode it into the ground. He's still riding it, in fact.
