I want to find an editorial cartoon on George Walker Bush's down-sizing the federal government, e.g., his executive order granting federal taxpayer monies to his "faith-based programs" to do the social program work that the federal government had formerly done prior to his adminstration . . . and its failure as demonstrated with hurricane Katrina and the Gulf Coast particularly New Orleans and its rich heritage including its high density of poor blacks.
